Impressment of Private Ambulances by Horry County

The Horry County Public Safety Committee heard a proposed ordinance from Horry County Fire/Rescue Department to require private ambulance services to enter into franchise agreements with the county.

The private ambulance services would be on call to Horry County, as needed, to supplement the county’s publicly owned and operated EMS units.

According to Fire/Rescue Chief Fred Crosby, there are 28 private ambulance services operating within the county. Approximately five of those are certified by SCDHEC for emergency services. The remainder operate basically non-emergency transport services often contracted with nursing homes.

The proposed ordinance would require all 28 private companies to enter into a franchise agreement with Horry County in order to remain in business within Horry County.

What Does AvCraft Sale Bring to Horry County?

The recent request by AvCraft Technical Services to Horry County Council for further considerations by the county to help facilitate the sale of AvCraft appears extremely flawed.

According to several industry and county sources, Sun Air Scandinavia is considering the purchase of AvCraft.

According to sources familiar with the AvCraft request, Horry County is being asked to spend a significant amount of money upgrading at least two of the three hangars AvCraft now occupies at Myrtle Beach International Airport.

Horry County General Aviation Minimum Standards Questions

An ordinance amending minimum standards at Horry County’s general aviation airports has been flying below the radar.

The ordinance is scheduled for second reading and public review at the January 6, 2015 regular meeting of Horry County Council.

It is interesting that this amended version to the county’s minimum standards for general aviation airports comes just six months after any type of standards were first approved by council.

A Christmas Gift for AvCraft?

It’s two weeks til Christmas and Horry County Council is in the gift giving mood to AvCraft again.

This is an act that plays in December almost as regularly as “A Christmas Story.”

And every time it plays it provides another lesson about everything that is wrong with the concept of giving incentives to companies in the name of economic development.

What it really boils down to is corporate welfare.

Council Chairman Mark Lazarus Correct on I-73

Horry County Council Chairman Mark Lazarus was absolutely correct recently when he said the proposed I-73 should not be included with RIDE III projects.

Lazarus was responding to comments made by local state Rep. Alan Clemmons (R-107) who is trying to keep I-73 in the discussion about what road projects will be paid for with local sales tax.

Clemmons continues to push the myth that I-73 will be a huge job creator for the local area, a myth based on a “faulty” study commissioned by the Northeast Strategic Alliance (NESA) several years ago. The myth was debunked by several other independent studies.

Horry County Considering Cutting Back Employee Benefits

Horry County Council will look at a possible cutback in employee benefits at its fall budget retreat Friday.

That sounds drastic on the surface, but a closer look says it is past time for this type of action.

Specifically, council will be considering a reduction in paid time off per year for county employees.

Horry County Budget Workshop Next Week

Horry County Council will begin deliberations for its FY 2016 Horry County budget next Friday at a workshop and specially called council meeting.

Now that elections are over and several new council members are poised to join the governing body in the new year, we will see just how “conservative” our heavily Republican contingent on council really is.

My guess is the cronyism that has justified what I consider wasteful council spending in certain areas will continue to manifest itself.

Vote for Mike Roberts in Horry County District Seven

The right choice for Horry County Council District Seven in tomorrow’s general election is Republican Mike Roberts.

Trying to unseat a long-term incumbent in South Carolina is never easy, but Roberts has worked harder than any candidate I’ve seen in my 31 years in Horry County.

Incumbent Democrat James Frazier has served honorably on council for over 35 years, but it’s time for a change. In the past couple years, it has become obvious to this reporter that Frazier is past his prime and should have retired at the end of his current term.

Nikki Haley’s About Face on Atlantic Beach Bikefest

It seems that Gov. Nikki Haley’s thinking with respect to the Atlantic Beach Bikefest has begun to enter the realm of reality.

After meeting with several local government leaders yesterday, Haley told the media everybody was working together to see that bike week (Atlantic Beach Bikefest) “is safe, that it is law abiding and that it moves forward.”

Haley said discussions were very productive and “we are now working on traffic issues, noise ordinances and all of those things on how we need to go forward…”

Fourth Atlantic Beach Bikefest Loop Proposed

A fourth traffic loop option for Atlantic Beach Bikefest traffic has been proposed by Horry County Council member Marion Foxworth.

The fourth option is on the agenda to be considered by the Atlantic Beach Bikefest Task Force at its meeting this afternoon.

Foxworth, who represents Horry County Council District Three, said his district is the most impacted district by Bikefest crowds and he believes, as a primary stakeholder, his input is required.

“The brunt of the ‘festival area’ is within District Three,” Foxworth said. “I am very concerned about this event and the planning that is evolving.”
