Howard Spreading False Narrative of his Record in Campaign for Reelection

Horry County incumbent District 2 council member Bill Howard is another spinning creative reworking of history to influence voters in next week’s Republican Primary.
Howard tries to present himself as a council member who works for the people, but reading his campaign disclosure reports it is apparent that Howard is funded by the same developer and tourism cabal interests who also fund Mark Lazarus, Jenna Dukes, Johnny Vaught and Carla Schuessler to name a few.
In a recent mailer, Howard listed among his accomplishments, “Working hard to keep the budget balanced and keeping property taxes low. No increase.”
Howard is on record voting for the largest tax increases in Horry County history – 7.2 mils plus stormwater fee and road maintenance fee increases in 2015 and 7.5 mils and another stormwater fee increase in 2021. This is hardly the work of a council member bragging about “no increase.”
Howard listed another accomplishment as being “proactive in addressing flooding problems.” However, it its rating of the voting records of county council members on flood mitigation legislation , Horry County Rising rated Howard and Vaught tied for the bottom position.

Horry County to Consider Alternate Hospitality Fee Proposal

Horry County Council will consider a resolution at its regular meeting Tuesday night that provides an alternative strategy for hospitality fee collections and expenditures within the county.

This initiative is in response to the recent actions of Myrtle Beach, North Myrtle Beach and Surfside Beach councils in passing ordinances to capture all hospitality fee revenue generated within their municipal borders in accordance with current state law.

The county’s proposal is to save the 1.5% countywide hospitality fee with $18 million of the proceeds dedicated to funding for I-73.

While the countywide proposal appears to raise in excess of $13 million more in revenue, the expenditure of $18 million toward I-73 would leave each city and the county with less actual revenue available to offset the ever increasing demands of offsetting costs of tourism to each entity.

By dedicating money specifically for I-73, the county’s proposal also falls short of addressing current needs for repair and improvements to U.S. 501, SC-22, SC-9, Hwy 90 and Hwy 905.

Both the county and the cities would see immediate benefits from addressing the needs of those five roadways as opposed to waiting years for completion of the portion of I-73 from I-95 at Dillon to Horry County.

Why should the citizens be told to ignore the needs of those roads before the next round of flooding hits the county, yet be excited about some future roadway that may or may not be built?

It is important to remember that neither the state government nor the federal government have appropriated any funds to construction of I-73.

There should be no rush by local governments to dedicate tax dollars to I-73 while the state and federal governments continue to provide none. The loudest proponents for I-73 funding are state Reps. Alan Clemmons, Russell Fry and Heather Ammons Crawford. At least they are the loudest in Horry County. It seems their voices become quite muted when they are in Columbia.

County Continues to Kick the Can Down the Road

If a picture is worth a thousand words, the editorial cartoon published by local cartoonist Ed Wilson on Facebook yesterday (pictured above) is worth an entire book.

The strokes of Wilson’s pen starkly captured the central problem with county government today. Serious issues (cans) have been kicked down the road for too long without being addressed.

The county’s public safety departments have suffered systemic problems from being ignored for too long.

Long hours, low pay and reduced benefits have led to low morale and high turnover resulting in understaffed public safety departments while the county population continues to grow creating ever larger demands for services.

There are many situations in which new personnel are paid almost as much, in some cases more, than officers with five plus years of experience. Even so, high turnover in the first few years of employment keeps the departments short of trained, experienced personnel.

According to many sources, the officers who provide our everyday safety needs are warned not to speak out publicly about issues within the departments or face reprisals.

The entire approach to public safety can be compared to sticking multiple fingers in a dike to, hopefully, hold off a deluge while continuing to turn a blind eye to attempting to plan a fix that would bring the departments to a more secure footing.

And public safety problems are not the only ones that have been ignored.

The heavy rains over the weekend caused considerable flooding in relatively new developments along Hwy 905 – again.

This seems to be a perfect example of allowing developers to rezone plots of land for residential housing, build and sell the houses quickly and get out with their profits before inherent problems in the area become known.

Even if rezoning requests were well researched and developed by county staff and council members, the pace of growth we are now again experiencing lets development seriously outpace the county’s ability to provide needed infrastructure and services to the new residents.

Impact Fees Wrong Solution for Horry County Council

An old issue has again surfaced as Horry County Council is reportedly looking at ways to change the state impact fee law to help pay for the costs of development.

Twelve to twenty or so years ago this was a recurring issue council routinely discussed until it became apparent nothing would change in Columbia.

That discussion was interrupted by the collapse of the mortgage market and resulting depression which began in 2008 and which, now, the housing market appears to be finally recovering from.

The current impact fee law was effectively written to ensure impact fees would not be levied in Horry County. A primary sponsor on that piece of legislation was Horry County’s own Sen. Luke Rankin.

The builders, real estate agents and their attorneys do not want impact fees in Horry County and their lobby in Columbia has been strong enough, to date, to stop them.

New construction creates increased costs to provide local government infrastructure and services. Impact fees theoretically have those costs initially paid for by the new residents. Without impact fees, those costs are spread among all residents throughout the county.

Further limiting the ability of local government to meet the costs of providing new, as well as maintaining existing, infrastructure and services is the infamous Act 388 of 2006, which was vigorously supported by our county legislative delegation.

Much of the blame for any shortage of police officers, fire and emergency services, roads and other infrastructure lies directly at the feet of those we have been sending to Columbia over the years.

However, by looking to effect changes in the impact fee law, Horry County Council is also being shortsighted.

Robin Gause Announces Run for Council District 4

Robin Gause, 51, a longtime resident of Burgess, has announced her candidacy for the Horry County Council District 4 seat.

Gause, the busy mother of a son and five daughters, with 10 grandchildren, comes from a medical background, having taught childbirth education, pre-natal and breastfeeding classes to hundreds of women. She was, for seven years, a “guardian ad litem,” a special court-appointed guardian for children and mentally impaired people during legal activities that affect their lives.

This is her first run for political office. She is currently precinct president of Marlowe 3, and has been active in Democratic Party matters for many years. She was born and raised in Hampton, South Carolina, west of Charleston. Her husband Sam is retired.

The District 4 seat is currently held by Republican Gary Loftus. The District includes southern Myrtle Beach and the Market Common, and the southwestern corner of Horry County, including the area around Burgess on the western side of Route 707, plus smaller portions of Socastee north of the Route 17 Bypass.

Gause said she has the knowledge and skills to serve the community and to bring structure, innovation and unity to all of Horry County.

“Roads, economic development, education and jobs” are the major issues of the council campaign, she said.

Route 707 is being widened, but county council needs to address other issues with the road, according to Gause. “There are sidewalks going in, but we need more. There are a lot of accidents, and we need more traffic lights.”

Gause feels strongly that the county must do everything it can to increase education of county children and adults at every level, “so everyone can compete on a level playing field.” To do so, she says, the county council must work closely with the school district.

Since Horry County is a major tourist destination, much of local employment is seasonal. That being the case, the county and the school system need to provide programs for increased training and education.

Roads, Schools and Pensions Top Legislative Agenda

SC House Ways and Means chairman Brian White listed roads, schools and pensions as three priorities in the current SC General Assembly legislative agenda.

Since the Ways and Means Committee writes the budget, White’s priorities are important.

“The Ways and Means Committee and its subcommittees have been meeting since November on the impact of the historic flooding and to hear budget requests but now that the legislative session has arrived we begin fully our comprehensive and open deliberations to fund state government for fiscal year 2016-17.

Our state’s excellent recent economic growth and prudent budget decisions the General Assembly made last year have resulted in $1.2 billion in unobligated general funds that are available in this year’s appropriations process. We also begin this year with significant obligations such as flood costs, the Abbeville school lawsuit, transportation funding, and a growing pension problem, not to mention state agency requests of over $2.1 billion. Ways and Means will weigh the requests and our responsibilities and be sensible stewards of taxpayer dollars while also providing for an accountable and responsible state government,” stated Chairman White.
