Administrator Process Clouded by Change vs. Selfish Agendas

As we come within 24 hours of the interview process for the county administrator candidates, I wonder what, if any, last minute attempts will be made to usurp the process by council members supporting interim administrator Steve Gosnell.

Make no mistake, any council member who tries at this late date to stop the public interview process is only following the directions of those special interests in the background who have his ear and his own selfish agenda.

Since those special interests were unsuccessful at keeping former administrator Chris Eldridge in place, their main goal has been to replace Eldridge with someone who wouldn’t ‘rock the boat’ as county administrator.

At the beginning of this process Gosnell said he didn’t want the position. Then, three stories about how he decided to seek the position rose and Johnny Vaught became his champion. There is a reason other than Gosnell’s eagerness why the push is on so hard to get him appointed.

And then there is the problem of the employment of Gosnell’s wife with the county and how his appointment as administrator could affect her employment because of state law, even though by all accounts she is an excellent employee. Johnny Vaught said she could just go to work for an elected official. What elected official wants to step into this mess?

Gosnell will not represent change. He is not the person by temperament or inclination to make needed changes in the personnel or internal operation of Horry County Government.

This is exactly why those council members who have been working hard to engineer Gosnell’s selection as county administrator want him to have the job. The special interests who have the ear of those council members, those expected to fund upcoming election campaigns, don’t want change.

Let’s just look at two examples of what could be interesting public interviews on Wednesday.

Change Threatens as Administrator Interviews Near

As public interviews loom for candidates for the permanent administrator position for Horry County, I sense a hint of panic in those council members who are pushing Steve Gosnell for administrator because they want to maintain the status quo.

They are the same council members who attempted to circumvent the administrator selection process before it began.

They are the same council members who stumped unsuccessfully to keep former council chairman Mark Lazarus in office.

They are many of the same council members who tried to excuse away the actions of former administrator Chris Eldridge and county attorney Arrigo Carotti when that pair concocted their fictitious story alleging wrongdoing on the part of new chairman Johnny Gardner.

These are members who try to get you to believe that ‘up’ is actually ‘down’, ‘stop’ is actually ‘go’ and ‘orange’ is actually ‘purple’.

Or, put another way, insist building I-73 is necessary while roads that have flooded in three of the last four years are ignored; new developments are okay even though infrastructure and public safety needs are lacking for development the county already has in place and planning future spending of tens of millions of dollars to continue to bury trash in the county is better than looking for reasonable alternatives.

These are the same council members who are afraid of change because it may upset their own personal, selfish agendas.

In the last few days they have found several shills to do their bidding on social media with one media outlet publishing an article claiming transparency in the selection process is a bad thing and a person in love with social media videos flip flopping positions on Gosnell based on false information.

All of the above is to be expected. Politics in Horry County is generally a full contact sport. If you’re not willing to figuratively shed a little blood, don’t get in the arena.

County Administrator Applications Close While Vaught Continues Hijacking Attempt

The application period for a new, permanent county administrator closed yesterday while council member Johnny Vaught continued his attempts to hijack the entire process in favor of interim administrator Steve Gosnell.

As recently as Tuesday, Vaught was maintaining that he had the votes of 9 – 10 council members to appoint Gosnell to the permanent position. This is before all applications were in, before the qualifications of any of the applicants were assessed and before any interviews were conducted to determine who might be the best person to lead the administration of Horry County Government going forward.

After former administrator Chris Eldridge and county attorney Arrigo Carotti failed in their attempt to discredit incoming chairman Johnny Gardner and it became obvious Eldridge had to go, Gosnell said at that time he didn’t even want the administrator job on an interim basis.

Ultimately, after Eldridge was separated from his county employment, Gosnell did accept the interim job but, with the provision he could return to his job as Infrastructure and Regulation Division head.

When the application process for the permanent position opened, Gosnell said he did not know that he would even apply.

Still, Vaught pursued his personal agenda to keep Gosnell in place. But, Vaught’s personal agenda is not what the county needs at this time.

Gosnell is a nice man and has been a good county engineer. However, with only two years to go until retirement and having served in the senior staff of the failed Eldridge administration, he is not what is needed for the county to move forward to realize its potential.

Eldridge’s Tangled Web of Contradictions

Horry County Administrator Chris Eldridge spun a tangled web of contradictions with his responses to council at last week’s special council meeting during which Eldridge told his version of how SLED was called to investigate Chairman Johnny Gardner.

Eldridge was grilled by council members Al Allen, Johnny Vaught, Danny Hardee, Orton Bellamy and Paul Prince on why all members of council were neither consulted prior to calling for a SLED investigation nor told about a request to SLED after it was made.

Most of council had to read about the matter being referred to SLED and SLED investigating the allegations in articles published by Columbia media outlet Fitsnews. And it was those articles that caused Eldridge the most difficulty last week.

As demonstrated by his December 12, 2018 email to Neyle Wilson and Sandy Davis of the Myrtle Beach Regional Economic Development Corporation, county attorney Arrigo Carotti, county chairman Mark Lazarus and council member Gary Loftus, Eldridge already had his story firmly in mind about what happened during a lunch meeting between Gardner, Luke Barefoot, Davis and her co-worker Sherri Steele.

Eldridge accused EDC of not allowing him access to a tape recording of the meeting after Wilson had already offered twice to allow Eldridge to listen to the recording in an email of December 7, 2018 with a follow up email December 12th. It was Wilson’s December 12th email that elicited Eldridge’s confusing accusations to Wilson.

One other interesting point, while Eldridge used the business emails of Wilson, Davis and Carotti, he used the personal emails of Lazarus and Loftus. Was he trying to hide this from other council members?

After ultimately listening to the recording on December 19, 2019, Eldridge sent a five-page memo, authored by Carotti, by email to all council members after 6 p.m. at night. The Carotti memo was leaked to Fitsnews virtually immediately and appeared less than 12 hours later on the media outlet’s website.

Eldridge stated several times during the special council meeting that no council members other than Lazarus and Loftus knew about his allegations until they received Carotti’s memo.

Eldridge Fiddles While County Administration Fails

It seems that Horry County Administrator Chris Eldridge is taking a page out of the “Nero” playbook as he ignores oversight of county government while being involved in a plot to smear county council chairman Johnny Gardner.

Eldridge was involved in creating a fictitious story about the new chairman and reporting that fiction to SLED while serious issues involving loss of equipment and shorting employee pay were going virtually ignored.

The administrator is charged with carrying out policies approved by county council and creating a smooth running county government organization with good morale.

Several sources within county government say the IT, Procurement and Human Resources departments have been allowed by Eldridge to create virtual fiefdoms outside of the normal organizational chart with little to no oversight.

These same fiefdoms would appear to be at the center of the recent problems.

Horry County Spins More Negativity Toward Treasurer

Horry County officials again put a negative spin on comments about the Horry County Treasurer’s Office in a story by a local news outlet this week.

The story questioned Treasurer Angie Jones hiring of former Horry County Clerk of Courts Melanie Huggins-Ward to clear up the backlog of tax refunds owed to Horry County taxpayers.

The issue dates back to July 6, 2017, three days after Jones took office. Jones requested the county contract with Huggins-Ward for a part-time position to work on the refund backlog.

Assistant County Administrator Justin Powell responded by saying Jones was $20,591.72 over budget based on proposed salaries. He also included the following statement: “It is my understanding it is financially favorable to her (Huggins-Ward) to work as a contractor rather than as an employee because it prevents her pension from being cut off after earning $10,000 with the county. Human Resources is contacting the South Carolina Retirement System and IRS this morning to ask their opinion on the use of a contract to circumvent the SCRS earnings limitations on retirees. The last thing any of us wants is the appearance of an attempt to “game” the Internal Revenue Code or laws governing the South Carolina Retirement System.”

County officials made certain this email was included in documents provided to the media outlet. Of course, the comment about ‘gaming the system’ was jumped all over.

It appears this was the intention of county officials all along, because an email to Jones from Horry County Human Resources Director Patrick Owens bearing the same July 6, 2017 date was not included, but contained the following suggestion:

County Adds to Flames in Treasurer Lawsuit

Horry County Government threw more gasoline on the fire it has created with the Horry County Treasurer’s Office with a new filing in court Friday on the Treasurer lawsuit filed by Angie Jones.

The new filing is an amended answer and amended counterclaims associated with the original lawsuit against Horry County Government and Administrator Chris Eldridge, which was filed in November 2017.

One of the new complaints by Horry County is that Jones has refused to provide detailed information about her budget request for the next fiscal year to the Horry County Assistant Administrator Justin Powell.

The counterclaim states, “The Horry County budgeting process is handled by Horry County Council and administered by the Horry County Administrator.”

An email from Jones to Powell states, “I will deal directly with council in regards to my budget needs …”

From the above two quotes, it would appear that Jones is adhering to the provisions in state law. She is a countywide elected official elected by the people to run the Treasurer’s Office. The administrator is appointed by Horry County Council to administrate policies decided by vote of council for the departments that council has control over.

A South Carolina Attorney General’s Opinion dated October 26, 2007 states, “With reference to budgetary matters, while it’s true that the council exercises totally the budgetary authority of a county and can decrease, increase, or otherwise alter appropriations for county offices, nevertheless, it cannot so decrease the appropriations of an elected official’s office so as to prevent the proper functioning thereof.
