More HCSWA Smoke and Mirrors

Horry County Solid Waste Authority (HCSWA) Executive Director Danny Knight was quoted in a local media outlet Thursday attempting to give justifications why the authority form of governance should not be changed.

Knight was talking about the grandiose plan the HCSWA has for horse and walking trails, ball fields and other recreational facilities on its landfill site after the landfill closes in 2035. His theme was if the county council decides to change the form of governance of the HCSWA from the present authority to a committee or commission, all will be lost for the citizens of Horry County.

To this we have one thing to say – bullsheisse!

Airport Express Video on Adult Entertainment Issue

It is and has always been the position and vision of Airport Express Video that “if” this adult entertainment ordinance passes we want to do everything within our power to be a proper corporate citizen, including relocation of our business, if that is what Planning Director Janet Carter, and the County’s Top Gun legal counsel Scott Bergthold would like to see happen.

In that regard they have left us with only one viable option and this is the 501 Corridor area of Carolina Forest. We have never said, suggested or indicated that we planned to relocate “inside” of Carolina Forest proper, due solely to the fact that the development agreement prohibits that until 2017.

Of course once that agreement expires then presumably it would open up several more developable locations for the clubs and stores which sell adult related merchandise. Having been a part of this community for many years, we truly feel that all property from Highway 31 West to the Carolina Forest Wal Mart is truly Carolina Forest, regardless of what specific roadway you are physically on.

Disparity in Treatment – Coast RTA vs. MBREDC

Watching the last several months of county council deliberations, one must wonder why there is such disparate treatment between Coast RTA and the Myrtle Beach Regional Economic Development Corporation by our elected officials.

The MBREDC was at county council Tuesday night pushing its $60 million, 15 year funding proposal with a presentation on how the money would be used to try to entice businesses to the area.

A resolution to restore Coast RTA’s FY 2014 fourth quarter funding was pulled off the county council agenda.

Stripping Away Adult Entertainment

The Horry County Ad Hoc Committee on Sexually Oriented Business Legislation meets Thursday with the probable result that committee members will forward the county’s proposed new adult entertainment ordinance to full council with recommendation for approval.

The new ordinance, written by an attorney from Tennessee who specializes in this type of ordinance, would govern the 11 adult entertainment establishments, eight strip clubs and three bookstores/novelty shops, in the unincorporated areas of the county. It would establish new setbacks and minimum distance requirements from such things as schools, churches, houses, other adult establishments and the like.

If the new ordinance is forwarded as written and council approves two more readings of it (it has passed first reading already), all 11 of the current establishments in the unincorporated county areas would be out of compliance and subject to being closed.

SWA Looking for New Flow Control Guarantees

While the South Carolina “Business Freedom to Choose Act” (H3290) remains stalled in a Senate committee, the Horry County Solid Waste Authority is making other plans to continue its flow control monopoly on solid waste disposal generated within the county borders in case the act should eventually pass.

The SWA is going to certain private haulers offering tipping fee discounts if the haulers will sign long term contracts to bring their waste to the SWA’s Hwy 90 landfill. This new “disposal agreement” would essentially keep flow control of solid waste in place for the SWA if it is outlawed by the General Assembly.

Our Other Left

Those of you who have had the pleasure of going through basic training in the military can probably remember, as I do, the comic relief invariably provided by ‘our other left’ while learning how to drill.

Inevitably one or two members of a company will forget that you step out on your left foot and will be out of step while a drill instructor is running alongside yelling ‘NO, your other left idiot, your other left’, or something to that effect.

Some people just seem to be born with two left feet.

We are having a similar problem in South Carolina with local and state government. We seem to be suffering from two left wings.

Government Monopoly Fever Spreading…

The urge to establish a government monopoly in sectors of the economy seems to be getting irresistible for local governments in South Carolina.

Currently this trend is being seen in county flow control ordinances that force municipalities and private waste haulers to dispose of their collected garbage and other solid waste at landfills owned or designated by county government.

Why is this such a big deal?

Because it supports inefficiently run government landfills and costs taxpayers money.

Garbage, Good Ole Boys and Gilland

Last week former county council chairman and current candidate Liz Gilland used the flow control monopoly Horry County Solid Waste Authority as an example of how she fights the good ole boys.

However, in choosing to use the authority, Gilland forgot much of her history with the flow control agency.

Gilland spoke of how she worked hard to clean up the SWA in her first eight years on council, including introducing an ordinance to disband the authority.

Her friend, then county administrator Linda Angus, had learned the Authority was hoarding millions of taxpayer dollars, using it in a high-handed manor.

Flow Control ‘Don’t Tread on Me’ Lawsuit Update

The Horry County Administration Committee will hear an update at its Friday meeting on plans to hire a law firm to sue the State of South Carolina if the General Assembly passes legislation to outlaw solid waste flow control within the state.

The ‘Don’t Tread on Me’ lawsuit would be one of the highest forms of political folly ever seen in this county of almost continuous political follies.

Couched by county council members as their line in the sand for ‘home rule’, it is anything but.

The Horry County Solid Waste Authority and then county attorney John Weaver sold county council a bill of goods in 2008 about the authority’s need to have flow control in order to stay in business.

Flow Control – ‘Don’t Tread on Me’

Horry County is preparing to sue the State of South Carolina if the General Assembly passes into law legislation currently before the General Assembly that would eliminate the Horry County Solid Waste Authority’s flow control monopoly of the county’s solid waste stream.

In a far reaching debate last week on flow control, home rule and revenue streams, the county Administration Committee passed a motion to put a resolution before full council directing the county administrator and attorney to begin searching for a law firm to represent the county. The catch phrase is “The Don’t Tread on Me” resolution.

As usual in Horry County when the debate is on the SWA and/or flow control, the committee and council are framing the debate wrong.
