On this penultimate day of the primary election season, the forces of Gov. Nikki Haley and Congressional candidate Tom Rice will be joined in a stop Andre Bauer mode.

What a pairing. Haley endorsed Rice last Friday after she unsuccessfully tried to have Bauer stop Sen. Jake Knotts from blocking her proposed administration bill one day before.

Tom Rice and Jobs, A Lotta Talk, Few Results

“To date, Tom Rice’s job creation has been a lot of talk with little results, much like the rest of his campaign.”

Horry County Council passed final reading of the county’s FY 2013 budget Tuesday night after some last minute electioneering attempts by council chairman Tom Rice.

On a day when two of his fellow council members endorsed opponent Andre Bauer, Rice was looking for at least a couple of sound bites from Tuesday night’s regular council meeting to carry forward into the last week of his campaign.

Prior to the council’s Committee of the Whole meeting two weeks ago, Rice had e-mailed a list of changes he wanted to make to the budget before third reading. During the COW meeting he received little positive response from fellow council members.

Lexington GOP Knottso Smart

The most foolish thing I have seen in this year’s election cycle so far is a resolution “regarding” Sen. Jake Knotts proposed by the leadership of the Lexington County Republican Party.

The resolution proposes to censure Knotts and kick him out of the Republican Party. Why? Essentially, for being smarter than his opponents.
Included in its whereases are statements that Knotts: “orchestrated a lawsuit that took advantage of a deeply flawed and contradictory law concerning the filing of a “Statement of Economic Interests,” and “selfishly abused the law in order to eliminate his opposition from the ballot for the June 12, 2012 GOP primary.”

It is well known that Sen. Knotts and Gov. Nikki Haley don’t have much use for each other. Haley’s BFF Katrina Shealy filed to run against Knotts in the Republican primary for his Senate seat.

Light Goes Out at CASA

I was saddened last week to read that SLED is investigating Citizens Against Spouse Abuse for misappropriation of funds.

My first thought was ‘there goes another point of light, extinguished through the selfishness of public policy.’

On second thought, I realized this has nothing to do with public policy, because in today’s political environment, there is no public policy. There is government policy, business policy, even wine policy but the public doesn’t deserve a policy.

President George H.W. Bush warned this was coming in his inaugural address nearly 24 years ago:

Tom Rice and the Failed Campaign Ploy

Obvious campaigning with the Horry County budget didn’t work for county council chairman and 7th Congressional District candidate Tom Rice Wednesday as his fellow council members saw through the attempt.

During a council Committee of the Whole meeting, Rice suggested a series of proposed budget changes that appeared to be designed more for their voter appeal than county fiscal stability.

The county budget for FY2013 has passed two readings and will be up for third reading at the regular council meeting scheduled for June 19, 2012.

During budget discussions, workshops and readings since January, Rice has opposed proposed pay raises for county workers while he advocated building a reserve fund for projected budget deficits beginning with FY2014.

Haley’s Ethics Defense

Gov. Nikki Haley’s defense for alleged ethics violations during her time as a House member became obvious this week when the House Ethics Committee voted to hold a full scale investigation.

Haley’s lawyer has said she did nothing more than other lawmakers do and to investigate Haley’s actions would bring those lawmakers’ actions into question. He said he would provide the committee with a list of lawmakers who work for lobbyists’ principals.

That’s the old ‘everybody’s doing it so it’s okay’ defense.

Haley claimed the original investigation (of which there was none) was dismissed based on fact, but the investigation has now been reopened for political reasons. Haley asked that she be left alone to “do her job”, whereupon she almost immediately left for Wisconsin to campaign for Gov. Scott Walker in his recall election.

Nikki Haley and Lost Trust II

Twenty-two years ago, it took a sting operation by the FBI to clean up some of the corruption and vote buying prevalent among General Assembly legislators and lobbyists.

Known as Operation Lost Trust, the sting resulted in 27 people, 17 of them legislators, going to jail. It was called the largest legislative public corruption prosecution in history.

Has anything really changed over the intervening period? Yes and no. The corruption is still there, only the tactics have changed.

Last week, the House Ethics Committee decided to take another look at the ethics charges filed by Republican fundraiser John Rainey against Gov. Nikki Haley.

Garbage Wars and Slimy Politics

The political war over garbage escalated this past week as the state senate may be close to passing a bill that would eliminate county government’s ability to be monopolist garbage czars.

Specifically at risk is Horry County’s flow control ordinance that requires all garbage generated in the county to be disposed of at the Horry County Solid Waste Authority landfill on Hwy 90. The new bill would make flow control illegal throughout the state.

News of the bill surfaced in newspapers serving Columbia and Horry County over the past couple of days raising the specter of massive amounts of toxic waste from New York City flowing into Horry County if the bill passes.

Taxes, Coastal Kickback and the Primaries

Two of the most extraordinary events I have ever seen occur so close to an election happened this week in Horry County.

The Myrtle Beach city council announced early in the week it will seek to have state legislators eliminate the sunshine provision on the one cent tourism promotion tax so that it can continue indefinitely. Did you ever see politicians want a tax to end even when sunshine provisions are included with it?

One day later, lobbyist Mark Kelley, who includes the Myrtle Beach Area Chamber of Commerce, Coastal Carolina University and the Horry County Board of Education among his clients, sued the Sun News for reporting Kelley’s proximity to certain events in what has become known as the “Coastal Kickback Scandal.”
